that number is on all or most of the semi-trailers around the tracks by the garage.

It's the system used to identify shipping containers. 'SIB' is the owner's code (GE Simons of the Netherlands in this case), 'U' means it's a general freight container. The next six digits are the registration number (and should not be the same on multiple containers, but hey ho). This is followed by a check digit inside a box. '33B4' is the ISO size/type code for the container, the first '3' suggests it's 30' long but I can't decode the second '3' (height). 'B4' indicates a dry bulk pressurised container (up to 265kPa).
